The value of tBgpInstanceLocalASPrivate specifies if the local
autonomous system number is hidden in paths learned from peering.
When the value of tBgpInstanceLocalAS4Byte is changed, the value of
tBgpInstanceLocalASPrivate is reset to its default value.
An 'inconsistentValue' error is returned if an attempt is made to set
this object to a non-default value when the value of object
tBgpInstanceLocalAS4Byte is not set to non-default value.
