The value of tBgpInstanceLinkStateExEnable decides whether to export
the TED database into BGP.
              
If the value is set to 'true', then the BGP instance will allow export
of TED NLRI updates.
              
If the value is set to 'false', then the BGP instance will not export
the TED NLRI updates.
