The value of tBgpInstanceIgnoreRtrIdInternal specifies the address
families of the routes from internal BGP peers for which router-ID is
ignored, during comparison of paths learned from them.
An 'inconsistentValue' error is returned if an attempt is made to set
this object when the value of tBgpInstanceIgnoreRouterId is 'false'.
