The state of tBgpInstanceAlwaysCompMEDStrict specifies whether to
compare Multi-Exit Discriminator (MED) path attribute between routes
learned from the same neighboring autonomous system (neighbor-AS) in
the route selection process.
              
When the state of tBgpInstanceAlwaysCompMEDStrict is set to 'true' it
specifies that the MED value should be only compared between routes
learned from same autonomous systems and if one of the route has no
MED it should be assigned the lowest possible value of 'zero'.
              
When the value of tBgpInstanceAlwaysCompareMED is 'infinity' and the
state of tBgpInstanceAlwaysCompMEDStrict is set to 'true', the MED
attribute of two routes is compared if they come from the same
neighbor-AS and the routes are compared as though the route with the
missing MED has a MED of infinity (the worst possible value, 2^32
-1.).
