The value of tBgpInstDmpPeerOscSecondWaitTime specifies the time in
minutes, that is doubled after each repeated session failure that
occurs within a relatively short span of time for this BGP instance.
              
When the value of tBgpInstanceDampPeerOscillations is changed, the
value of tBgpInstDmpPeerOscSecondWaitTime is reset to its default
value.
              
An 'inconsistentValue' error is returned if an attempt is made to set
this object without setting tBgpInstanceDampPeerOscillations.
