The value of tBgpInstDmpPeerOscInitialWaitTim specifies the time in
minutes, that a session remains in the idle-state after it has been
stable for a while for this BGP instance.
              
When the value of tBgpInstanceDampPeerOscillations is changed, the
value of tBgpInstDmpPeerOscInitialWaitTim is reset to its default
value.
              
An 'inconsistentValue' error is returned if an attempt is made to set
this object without setting tBgpInstanceDampPeerOscillations.
