The value of tBgpInstDmpPeerOscErrorInterval specifies the time in
minutes after a session reset, during which the session must be
error-free in order to reset the penalty counter and return
idle-hold-time to tBgpInstDmpPeerOscInitialWaitTim for this BGP
instance.
When the value of tBgpInstanceDampPeerOscillations is changed, the
value of tBgpInstDmpPeerOscErrorInterval is reset to its default
value.
An 'inconsistentValue' error is returned if an attempt is made to set
this object without setting tBgpInstanceDampPeerOscillations.
