The value of tBgpConvergenceMaxWaitToAdv specifies the maximum amount
of time,  in seconds, measured from the time when the first session
(configured  or dynamic) that supports the address family comes up
after a BGP  restart, until BGP is allowed to advertise any routes in
that address  family to any peer.
