The value of tAtmIlmiLinkNeighborMaxVccs indicates the maximum number
of VCCs that can be supported by the neighbor. If the interface does
not negotiate with its peer to determine the number of VCCs that can
be configured on the interface, then the value of this object must
equal 0.
