notification 
[CAUSE] The tmnxAnySecSessionEnabled notification is sent when a peer
and its associated encryption group are both administratively enabled.
          
[EFFECT] Encrypted traffic will be transmitted to the specified peer
when tmnxAnySecMkaStatsOperState transitions to 'up'. Until
tmnxAnySecMkaStatsOperState transitions to 'up', traffic will be
dropped.
          
[RECOVERY] N/A.
