The value of tmnxAnySecEncryptGrpEncryptLabel specifies the MPLS label
that uniquely identifies this encryption group. Packets sent from this
encryption group will have this label included so that peers can
identify this group as the encrypter and decrypt accordingly.
              
This encryption label must be within the range specified by the label
block name configured by tmnxAnySecReservedLabelBlock.
