The cumulative time spent in the 'Congestion Limited'
state.  See tcpEStatsPerfSndLimTransCwnd.  When there is a
retransmission timeout, it SHOULD be counted in
tcpEStatsPerfSndLimTimeCwnd (and not the cumulative time
for some other state.)
