When partitioning the board for a specified time, 
s3CommonBoardPartStatus must be set with
timedPartition(3) and this object must be supplied
with the duration value. If a PDU sets 
s3CommonBoardPartStatus and not this object, the
board will not be partitioned.  This value is
decremented while the board is partitioned
until the value reaches zero at which time the
board is enabled.
