Since the ccWanNatTable is actually 
implemented as a single list of entries,
the second index of the ccWanNatTable,
(ccWanNatIndex), must be unique across all
ccWanNatTable entries.  This scalar tells
the network management software the
lowest unused value that is available to be
used for ccWanNatIndex, when creating a 
new ccWanNatTable entry.
