Use ccPortalCfgRadioTable to view and set the radio 
properties of the Access Ports.
          
          
The process can be broken down into the following steps:
1. Set ccPortalCfgRadioReset to TRUE.
2. Set ccPortalCfgRadioDesPlacement
3. Get ccPortalCfgRadioPosChannel
4. Set ccPortalCfgRadioDesChannel
5. Get ccPortalCfgRadioPosPowerLevel
6. Set ccPortalCfgRadioDesPowerLevel
7. Get ccPortalCfgRadioPowerInMW
8. Set and pull progress of ccPortalCfgRadioSet 
9. Validate the configuration has been set by getting
     ccPortalCfgRadioPlacement
     ccPortalCfgRadioChannel
     ccPortalCfgRadioPowerLevel
