Represents the WLAN ID of a WLAN.
During a binding operation, the AC MUST select an unused
WLAN ID from between 1 and 16 [RFC5416].  For example, to bind
another WLAN profile to a radio that has been bound with
a WLAN profile, WLAN ID 2 should be assigned.
