This object when set to TRUE, clears the following counters
for the PFC Module:
    fsPFCTxTLVCounter,
    fsPFCRxTLVCounter,
    fsPFCRxTLVErrors.
          
Setting this object to FALSE has no effect. 
This object always returns FALSE when read.
