Non Subscriber calls not allowed: This counter keeps
track of how many times non subscriber calls are not
allowed through the network. This counter is incremented
when a calling party is not present in the subscriber
database and the casual routing is not allowed at Carrier,
Trunkgroup, or Gateway level.
