This table is used by a (D)TLS client when a (D)TLS
connection is being set up using an entry in the
SNMP-TARGET-MIB.  It extends the SNMP-TARGET-MIB's
snmpTargetParamsTable with a fingerprint of a certificate to
use when establishing such a (D)TLS connection.
