Indicates whether or not the associated NHDP
messages include the RSSA Message TLV.  This
is an optional SMF operational setting.
The value 'true(1)' indicates that this TLV is
included; the value 'false(2)' indicates that it
is not included.
          
It is RECOMMENDED that the RSSA Message TLV
be included in the NHDP messages.
          
This object is persistent and, when written,
the entity SHOULD save the change to
non-volatile storage.
