The ifIndex for this SMF interface.  This value
MUST correspond to an ifIndex referring
to a valid entry in the Interfaces Table.
If the manager attempts to create a row
for which the ifIndex does not exist on the
local device, then the agent SHOULD issue
a return value of 'inconsistentValue' and
the operation SHOULD fail.
