This object reflects the maximum time a SIP entity will wait to
receive additional ACK message retransmissions.
The timer is started upon entering the 'Confirmed' state. The
default value MUST be T4 for UDP transport and its value MUST
be 0 for reliable transport like TCP/SCTP.
