Value of 'active' when RTP or RTCP messages are being
sent or received by an RTP System.  A newly-created
conceptual row must have the all read-create objects
initialized before becoming 'active'.
A conceptual row that is in the 'notReady' or 'notInService'
state MAY be removed after 5  minutes.
