If TRUE, the Guaranteed Service  fragment  has
its  'break'  bit  set,  indicating that one or
more nodes along the path do  not  support  the
guaranteed  service.   If  FALSE,  and rsvpSen-
derAdspecGuaranteedSvc is TRUE, the 'break' bit
is not set.
              
If rsvpSenderAdspecGuaranteedSvc is FALSE, this
returns FALSE or noSuchValue.
