path latency general characterization parameter
from  the  ADSPEC.  A return of zero or noSuch-

   the invalid bit was set
   the parameter was not present
              
If rsvpSenderAdspecCtrlLoadSvc is  FALSE,  this
returns zero or noSuchValue.
