An indication of whether the summertime feature 
is enabled on this device. When this object
is set to enable, then raisecomSummerTimeOffset, 
raisecomSummerTimeRecurringStart and
raisecomSummerTimeRecurringEnd  objects are set 
to default values. When this object is set 
to disable, then raisecomSummerTimeOffset, 
raisecomSummerTimeRecurringStart,
raisecomSummerTimeRecurringEnd objects are 
not instantiated and the summertime feature 
is disabled
