column POLICY-FRAMEWORK-PIBPolicyInstanceId 
An arbitrary integer index that uniquely identifies
the instance of the qosMeter class. Meters are
associated with specific flows using this attribute
through the qosTargetMeter attribute in the QoS
Target class.
