When power to the PX is cycled (either manually or because of a temporary power loss), this number determines how many seconds the PX will wait before it provides power to the outlets. specified in seconds: 1 <= value <= 3600 seconds. Note that this value is ignored if relayBehaviorOnPowerLoss is set to latching.
