The time interval between switching on this outlet and the next outlet in the
outlet sequence.
This applies to the following operations.
  1) Switch all outlets on operation is executed
  2) Power to the PDU is cycled
It is specified in seconds, 0 <= value <= 3600 seconds.
The effective time interval used can never be less than the inrushGuardDelay
defined in the unitConfigurationTable.
