maximum time between the transmission of
two successive TC messages by this router.
Guidance for setting this object may be found
in Section 5 of the OLSRv2 specification (RFC 7181),
which indicates that:

o olsrv2TcInterval >= olsrv2TcMinInterval
This object is persistent, and when written,
the entity SHOULD save the change to
non-volatile storage.
