The olsrv2RoutingSetRecalculationCountChange
notification is generated when a significant number of
Routing Set recalculations have occurred in a short time.
This notification SHOULD be generated no more than once
per olsrv2RoutingSetRecalculationCountWindow.
          
The network administrator SHOULD select
appropriate values for 'significant number of
Routing Set recalculations' and 'short time' through
the settings of the
olsrv2RoutingSetRecalculationCountThreshold
and olsrv2RoutingSetRecalculationCountWindow objects.
