If the number of occurrences exceeds this
threshold within the previous
olsrv2MPRSetRecalculationCountWindow,
then the
olsrv2MPRSetRecalculationCountChange
notification is to be generated.
It is RECOMMENDED that the value of this
threshold be set to at least 20 and higher
in dense topologies with frequent expected
topology changes.
