     65535 indicates meaningless
ONU      - Set EponDeviceIndex TC to corresponding ONU ID,
       onuPonPortOpticalTransmissionPropertyCardIndex, and 
       onuPonPortOpticalTransmissionPropertyPortIndex set to the 
       corresponding value
