A threshold value for the
nhdpNbrStateChange object.  If the
number of occurrences exceeds this threshold
within the previous nhdpNbrStateChangeWindow,
then the nhdpNbrStateChange notification
is to be sent.
          
It is recommended that the value of this
threshold be set to at least 10 and higher
in dense topologies with frequent expected
topology changes.
