A time window for the
nhdp2HopNbrStateChange object.  If the
number of occurrences exceeds the
nhdp2HopNbrStateChangeThreshold
within the previous nhdp2HopNbrStateChangeWindow,
then the nhdp2HopNbrStateChange notification
is to be sent.
          
It is recommended that the value for this
window be set to at least 5 times
nhdpHelloInterval.
          
This object represents the time in hundredths
of a second.
