number of occurrences exceeds this threshold
within the previous nhdp2HopNbrStateChangeWindow,
then the nhdp2HopNbrStateChange notification
is to be sent.
It is recommended that the value of this
threshold be set to at least 10 and higher
when topologies are expected to be highly dynamic.
