The minimum required transmitter output power in microwatt.
If the power value indicated by sfpDiagTxOutputPower
falls below sfpAlarmTxOutputPowerLowerLimit, the switch sends an 
sfpEvent alarm trap.
If the value of this limit is 0 no alarm will be send.
