column r/w SNMPv2-SMIInteger32 
The maximum allowed transmitter bias current in milliampere.
If the current value indicated by sfpDiagTxBiasCurrent
exceeds sfpAlarmTxBiasCurrentUpperLimit, the switch sends an 
sfpEvent alarm trap.
If the value of this limit is 0 no alarm will be send.
