The minimum required received input power in microwatt.
If the power value indicated by sfpDiagRxInputPower
falls below sfpAlarmRxInputPowerLowerLimit, the switch sends an 
sfpEvent alarm trap.
If the value of this limit is 0 no alarm will be send.
