The definition between value, service class and queue are as follows:
0=Best Effort (queue=0),
1=Background (queue=0),
2=Reserved (queue=1),

4=Controlled Load (queue=2),
5=Video (queue=2),
6=Voice (queue=3),
7=Network Control (queue=3)
