Ratio (SESR) threshold, which is calculated by:
   nbsOtnpmThresholdsSesrSig x 10^nbsOtnpmThresholdsSesrExp
              
A SESR that meets or exceeds this threshold at the end of the
nbsOtnpmThresholdsInterval period triggers the nbsOtnpmTrapsSesr
notification.
              
The reserved value 0 disables notifications for this event.
