threshold, which is calculated by:
   nbsOtnpmThresholdsEsrSig x 10^nbsOtnpmThresholdsEsrExp
              
An ESR that meets or exceeds this threshold at the end of the
nbsOtnpmThresholdsInterval period triggers the nbsOtnpmTrapsEsr
event notification.
              
The reserved value 0 disables notifications for this event.
