Enables the call forward on no ressource mechanism.
              
When enabled, this mechanism reroutes an incoming IP to SCN call in the event
that all the lines associated with the group are unavailable.
              
The call is rerouted to the destination specified by
configCallForwardNoRessourceAddress.
