scalar r/w MX-TCMxEnableState 
When this feature is enabled, it creates a new dynamic
web page that allows the user to:
          
1- Enable or disable the bandwidth management feature.
2- Set a limit to the outbound traffic on the WAN port.
          
Please refer to the ipRoutingBandwidthControlEnable variable
for more details on the bandwidth management feature.
