SPI of the most recent security violation for this
peer. If the security violation is due to an
identification mismatch, then this is the SPI from the
Mobile-Home Authentication Extension. If the security
violation is due to an invalid authenticator, then
this is the SPI from the offending authentication
extension. In all other cases, it should be set to
zero.
