system.  Dates are defined in the ASCII format:
yyyyMMddhhmmss.uuuuuu+fff or yyyyMMddhhmmss.uuuuuu-fff
where yyyy is the year, MM is the month, dd is the day, hh are the hours,
mm are the minutes, ss are the seconds, uuuuuu are the microseconds and
+fff or -fff is the offset from UTC in minutes.
