Indicates how a ARP packet's s hardware address length field (HLN) is
to be compared. The value 0 means any HLN value is allowed (don't-care
field), value 1 means HLN is not equal to Ethernet (0x06) or the (PLN)
is not equal to IPv4 (0x04) and value 2 means HLN is equal to Ethernet
(0x06) or the (PLN) is not equal to IPv4 (0x04). This object can only
be configured if FrameType is arp(4).
