column r/w Enumeration 
The server will be preferred over servers without the preferred option,
even in the presence of higher quality stratum servers.
              
If the currently selected server is preferred, it can only be combined
with other preferred servers.
              
Having no preferred servers is equivalent to having only preferred servers.
