column Enumeration
The Management Entity Group (MEG) identifier
format. The MEG identifier is a 48 octet string
used to identify the maintenance entity group.
icc - ITU Carrier Code (ICC)-based format:
Byte 1 is set to 1.
Byte 2 is set to 32.
Byte 3 is set to 13 (length of the identifier).
Byte 4-18 are set to the ICC-based identifier.
Byte 19 to 48 are set to 0.
