Four byte to indicate the fields set for cos, ethertype,
ip-tos, ip-dscp, ip-precedence. Each bit cos (1),
ethertype (2), ip-tos (4), ip-dscp (8), ip-precedence (16)
represents the corresponding field set.
Other fields can be identified by getting the value.
